After completing his BA (Hons) in Economics at Coventry University, David started his career at the Yorkshire Bank in 1973, working as a trainee. He was then appointed as an assistant clerk to the Lancashire Valuations Tribunal in 1975, being promoted to Deputy Clerk in 1978. David also worked as deputy clerk to the Manchester South Valuations Tribunal in 1981, before becoming the Clerk to the Merseyside Valuations Tribunal in 1983.

David’s route into Politics officially began in 1987 when he was elected as a councillor to Preston Borough Council. Following five successful years as a councillor, David went on to serve as Leader of Preston Borough Council on two separate occasions, between 1992-94 and then 1995-97. During his time as Council Leader, David also fought for the Wyre Parliamentary seat in the 1992 General Election.

In the 1997 General Election, David beat Robert Atkins by a majority of 5,084, and was elected to serve as the Labour Member of Parliament for the South Ribble Constituency. Having retained the seat in the 2001 & 2005 General Elections’, David has now proudly represented South Ribble for the past 13 years.

David is involved in a variety of different areas of interest, but has a special interest in the areas of HIV/Aids, Defence, International Development, Local Government and Sub-Saharan Africa.  David is currently the Chair of the All Party Parliamentary Group for HIV/Aids; the group is concerned about both the devastation that HIV/AIDS is causing in developing countries and as an issue here in the UK.

David is also a prominent Member of the Defence Select Committee; set up to monitor and hold to account the Ministry of Defence and its associated public bodies, including the Armed Forces. Because BAE Systems plays such an important role to people in South Ribble, David also serves as the Chair of the Associate Parliamentary Aerospace Group. Also relating to David’s special interest in Defence issues, he is a Member of the Committee on Arms Exports Control, which examines the Government's expenditure, administration and policy on strategic exports, which is the licensing of arms exports and other controlled goods.

David also serves as a Member on the European Scrutiny Committee, which assess the legal and political importance of European Union documents and monitors legal, procedural and institutional developments in the European Union.

David is very proud that he was the first Member of Parliament in the United Kingdom to celebrate a Civil Partnership with his partner John.
